Those open air museums are pretty common here in Europe, I'd say. I've been to one in Oslo, there is one here in my state with houses very typical for this region.
As to the palace security: I think the mindset is different. I'd hasard a guess that royality and people respect each other, so the royals don't hide behind high walls and people do not try to invade their privacy.
